Regarding your concerns and questions, some explaination is here for you.
A. Communication environment is English, at least you are able to read and write English email in daily working.
B. If your previous experience is so highlighted, doesn't matter, it is acceptable on consideration of your nice english.
C. If your experience is so outstanding, you are also competitive although bad english.
D. I agree, there are so many talents who don't have good education background, but sorry, am I not God, so can't sort out yours from lots of resumes exactly.
E. Since our salary is same even better than many and many managers in the area of Chongqing, so sorry, pls. don't believe there is free launch. Our (my) requirement is higher than your imagination.
F. Job tourist is not welcomed, so two kinds of persons are preferred, one is Chongqing-nese working outside, another is person who is working in Chongqing famous company.

In my eyes, your requirement is much higher but your salary promising is not adapt for it. It's really a pity.

I know this company. Their AP pruchasing center located in Shanghai. Maybe this is a good chance for the quality engineer to improve your capability, include English communication capability.
Now I'm responsible for the supplier quality management, include new supplier selection and assessment, supplier performance management, new project supplier APQP management and PPAP approveal.
I have eleven years experiences in quality management(include engine quality control I'm aware of die-casting process control and plastic process control and matel machining process control. At the same time I'm good at the quality system, include TS16949&ISO14000&OHSAS18000.
I think I can meet your requirements base on my experiences. But my educational level can't meet your requirement. I don't know if you care it.

除了英语都可以达到标准,看看而已了,
英语没有学好,现在还是一个找工作的阻挡

1. 5years experience in developing motocycle engines in Taiwan company,1 year for SQE and purchasing engineer in US company
2. know about dicasting process, plactic injection process, and stamping process
3. now, everyday, communicate with US engineers in English for the purchasing infomation and quality issues.
4. know a little about ISO and TS, know well about production process
5.business trip is acceptable
6.4000~6000 is the salary after tax?
7.not Chongqing-nese..

Don't hurt 6SQ-nese,don't say  bad words  like "NND"  to 6SQ-neses,Mr. LIUFANFZHONG is a 6SQ-nese,he  gives a good chance to everyone here,we should appreciate him.Everyone here want to has a good knowledge and a good career,if you don't fit this position,then let others try.
         In my opinion,the salary Mr. Liu offered is good enough for an engineer in Chongqing area,especially compared the house price in different city.
         The first eyes of the requirement of this position,I think the requirement  is too low for a SQE.Every one konws,as a SQE,you should have good quality and technic background,if in Auto field,you have to know(master)  TS16949/APQP/PPAP/SPC/MSA and so on,
and you should konw the supplier development  method ,you should know how to evalute a supplier,you should know the supplier quality performance monitoring,and you should assist supplier to improve the products quality ,what's more,as a SQE,you have to have a good communication skill.

How much you would like to pay for a SQE with 15 years experienced in machining, quality and automotive industry?

Good SPC knowledge and data analysis skills(xbar-R ,xMR-R,P-Chart
Good computer skills (MS Word, Excel, Powerpoint  AutoCAD\PRO/E)
(Certificate of  the advanced  operation test of office software application(WINDOWS))
I have good team spirit, and I can work under great pressure.
